Is your forum running in your computer or is it in an external server?

That's because you have to have a database running in somewhere and there is a way to acces this database. When you made the smf and tp instalation, it asked you about the name, user and things like this.

If you were running the site form your computer the way to acces it is http://127.0.0.1/mysql/

I couldn't find a way to see how to get to a database hosted there, you'd have to ask kpsh.us how to get to the database.
There is another way; as I told you before, when you installed SMF, it asked you about your databse. It's in admin panel, in configurarion, server settings.
There you have all the data you need except the password, which is masked.

No I did not. I only had admin access to the site.

Please contact your host as tiochus suggests. Ask them how to access phpmyadmin (or the system they use for managing databases).

I replaced / his Source's files with new ones.. it changed nothing, the error remains..the guy needs to Delete All -- And start Over! IMHO..

I thought that last night. I'd go as far as to delete the entire database (the whole thing [new Db, new name, new Db username, everything]), and make a new one from scratch. Also use fresh files from SMF and TP.

**But this is from a non Db person (it may be able to be fixed, I dunno).**

Ok, the "system" is Source files + Database. You have replaced all the source files and you still have the error, so the problem must be in the database. It could be anything more, but as I said, I had the same error and It was caused by some fileds which have to auto increment themselves, but they didn't; so the system always tried to save the record with number 0. The first time It's Ok, but the second, third,... It sees that record number 0 exists so give you the error.
