once an article, shout, or block has been made i cant create another. it runs into an erro. i think its the count or something

It's a service from the server It's not in TP or SMF. It's what you use to modify and/or change something in the database manually. When you bought your hosting, someone had to give you a link to phpmyadmin. It's something like http://phpmyadmin.your_host_name And you should have your database name, the link to enter phpmyadmin and an username and a password.
This is mine, It's in spanish, but here you can see wath I'm refering to.
In the left, you can see all the tables. I have selected smf_tp_variables table. It contains the shoutbox shouts.
There you can see field id is auto_numeric. If it wasn't, the first shout I do, It would be marked as number 0, no problem. But the second will be 0 again and I would have the error you explain.
It may be another problem, but it "sounds" very "familiar" to me.

i have the database. the smf and every thing is installed onto my directory. theres no such thing as far as im aware of. ill ask my friend but i really dont think i have that. besides its all free :)

eidted its hsoted on ym friends servers and i check all over dont see anything like my php

But you have to have some sort of software so you can connect to your database and see the tables, create new databases and other things

through the interface. its not a provider that gives a forum its a clean databas ei installed the smf and tp software onto.
