TP 1.06 can't activate block

the only thing in activte section is the off button

i checked everywhere in the Docs, but still nothing

Please, your description can be 100 diffrent things.
What cant be activated ?, the panel ? or all blocks or the green red in the block admin
Waht have you tried so far ?  do you have this in all themes ? have you tried it in default theme ?  have you checked so your install was successfull ? what bloc are you trying ?, what browser do you use ?, have you tried another browser ? have you cleard your cache and temp internet files ? etc etc.

Waht have you tried so far: edit TP settings.  do you have this in all themes: yes. have you tried it in default theme: yes have you checked so your install was successfull: it wasn't but manually fixed Load and index.php. what bloc are you trying: none of theme work  what browser do you use: Flock, chrome, IE, Firefox, Opera, safari. have you tried another browser All that was listed.
what file connects to /...../default/images/TinyPortal/TPRed.gif

There are no errors in that code.
The function are built with javascript, so if you have tested diffrent browsers with cleared cache and temp internet files ( also restart your browser and pc aswell ) and it still doesent work.
You must have some sort of javascript block activated.

when i click it, nothing happens, nothing, it just says activate, no URL
