How can I add scroll buttons in the shout box? so I can scroll fast backwards or forwards

If you turn Auto Scroll off.. you should see a scroll bar instead.

Yes, and you want a lot with no effort by you.
It's not a feature. If Bloc, the developer wants to include it as a feature.. I'm sure he will.

The link you posted doesn't even have a shoutbox, and I'm not hunting for it.

Hey I'm doing loads of stuff but no harm in asking. I forgot the shoutbox comes up only if you log on

No harm in asking.. But it isn't simply adding a bit of HTML to do what you want.
