When this contract expires, I am going to look for another host for sure.  Do you know specifically why my host is causing this problem?
Wouldn't be able to tell unless I had console access to the server to check out logs, and config files etc. Its usually a configuration issue as hosts like to tighten down security by turning things off/on.

Please excuse me for poking in here.  You may want to ask your hosting co what system there running.  My son runs Apache and we both tried to install SMF and TP, well SMF installed just fine.  However, when either of us installed TP we kept getting a file permission error.  No amount of CHMOD would fix the problem.  So, analyzing the problem we determined that it was an Apache owner issue.  Changing the ownership of the files to 'apache'  solved the install problems. Of course we had to change the ownership back to the original owner as soon as TP was installed.  Please note that in order to change the ownership you need telnet access.

Not sure if this has any bearing on your problem but may be worth a check.
