It's always difficult to tell with a forum, there can be zero visitors for hours and then suddenly 20 people are online, hosts don't like big forums for this.
I've got a small forum with 75 members now, but what is more important 150 unique visitors every day and a band width of 5 gigabyte/month.
I hope you find a shared host that is good for you. Can't recommend  a host in Holland, because they are not cheap overall, or you have not the options you want.

I have a test site in holland now with : pcextreme.nl, but can't recommend them.

My own forum is on my friends server, for that I'm glad.

Been with them for years, cheap, many options, 24/7 chat service and so on.

Not sure on servage myself. I have heard good and bad to be fair.

Have a word with coreisp over at SMF, I believe his servers are located in Europe.

it is  different style hosting..  secure, practice, unlimited, good support etc.

I signed in also, but it is too early to say much about this package, it's an awfull lot of space and band width that's for sure and there are many options, like make your own virtual host. I'm testing now at the domain http://www.amevita.eu and http://www.amevita.eu/forum
One thing that's not so good for some scripts is that they have safe mode set to on. For instance, I can't get d-album, that I use for my private photos, to work properly.

yes thise is for security reason.
but you can turn off for save mode.
