A feature I would like to see is when replying to an article it remains static in the forum topic.  For instance I read an article on the frontpage, and want to write a comment about it.  When I click on "Write Comment" I go to the forum section were I see the article in its entirety which all the previous comments listed below.

The same could happen with the "read more..." function.

In general this is how things already work, but I'm more interested in the formatting of the article.  The article is given a seperate block or frame that would be above and seperated from the replies.  This would also identify the forum topic as an article instead of a thread.

Permissions could be given to select members to make the topic an article, and the formating would be consistent for the generation of all articles.

For an example of what I'm talking about:

http://www.silkyvenom.com

I click on the "read more" button and get:

http://www.silkyvenom.com/forums/showthread.php?t=1293

This is a fansite for a game my guild will have a presence in.  Is this a template thing?

Its vbulletin, so I am not sure if they have actually something like that built in or if its a mod there...but to do the thing you want, i would assume you would need an alternative function in Display.template.php - when called from an article+comments on the portal page. Meaning it would render the first post in one way and the rest in another. Maybe sending a variable in the querystring could be it. For example http://www.tinyportal.net/smf/index.php?topic=772;singlemode or something.
