Articles error!

I have it set in my TPAdmin section section, under the submissions link, that no member group can submit. however, now all members can see the submit an article button and are submitting worthless articles. none of the checkboxes on that page are checked, at all! how do i fix this or is this a bug inherent in tp?

ALSO, it seems that articles posted by users are actually displayed in that category before they are approved! i could see it in the category as admin and as a basic groupless member.

ALSO, trying to find a solution to this problem, i discovered that the permissions for the blocks is broken too! if i set the permissions so that only administrator can see a certain block, even ungrouped members are still able to see it!!! can someone help me fix this?
