It's a standard SMF feature. If you want a feed from TP articles or something, that isn't available sorry.

i open a new rss block in center block and put this http://www.tinyportal.net/smf/index.php?action=.xml;type=rss

but it not show anything.

is there any option that must i enable it.?

It could be that your server is not allowing an external file to be read. It works fine on mine.
