ok got it .... if anyone else would like to use this you must check this line (Use frame from theme) inorder for it to show the background

It's really is a HTML block when you switch it to, then you check at the opption in layout option of TP to removing the layout of theme to creat a new one in HTML for you, I think that's very easy on HTML coding

By default the board font color is black, which in turn can be changed but not needed if this block as it were had a backround like the news block.

You need to change a setting within the block,

Admin>(Tiny Portal) Blocks>Center Blocks>Admin Block > 'Use frame from theme' and click 'Send'
