Can see permissions for membergroups to submit HTML and BBCode articles, but not PHP articles.   Is it hardcoded that only admin can create a PHP article?   I have been getting around it by starting the article myself then changing ownership.  Obviously only trusted members are allowed this favor.

Yep, that's correct.  That would be even more of a security risk than html articles and they can be bad as well.
