Uploading images and icons for articles and categories not workin

TP version: 1.0
Default Forum Language: German
Theme name and version: DarkBreak
Browser Name and Version: FF 16.0.2

If I try to upload new images or icons via     TP Admin -> Articles -> Icons it won't work. I will get no error message, but the icons will not show up either.
I searched and read many posts about similar topics, but I was not able to find my problem.
My guess is that this is some kind of access right problem, but I am not able to figure that one out.

When uploading images and icons through the interface, in which folder are the files supposed to show up?
The following folders are in my forum's root:
tp-downloads
tp-files
tp-images

Are these folders supposed to be there and if yes, which subfolders should they have and which access rights?

They should be in     

/tp-files/tp-articles/icons/

And Illustrative icons should be in   

/tp-files/tp-articles/illustrations/

The subfolders were not directories but files
