403 Forbidden error message keeps popping up

Can someone please be kind enough to tell me why this browser error keeps popping up when I try adding some blocks ? Is there an issue with my server?

Agent, I think you may have to check your file permission settings on web hosting service, this can be changed by you if you know what your doing, if not contact you host with the details, to site if they change the proper (read write)
settings?  (chmod) At least it looks this way!

Note Chances are you'll need to contact your Host!

It's probably related to a server configuration change or something. It might have something to do with mod_security. You'll need to work with your host to see if they have it enabled, and to see if they can get it to work by disabling it.
