Help with upper panel

I don't know what I miss here but I want the upper panel to be visible for everyone on the portal and on the index page.
none collapsible.

instead I now only see the title of the block on the index page  at the portal

I have taken printscreens of the settings.
Been trying for days now I would like to scream

Found it.

I unmarked "don't allow blocks to collapse" and saved again

Then I went to the portal and the index and clicked on the - to fold them open.

Went back to the block settings and marked "don't allow blocks to collapse" again.

And now they are visible.

simple if you think of it.
