Question aboput the language files

I have some French members to, but my French isn't good enough to translate all files.
So what happens if the layout is in French-utf8?

Do I have to make the TinyPortal French-utf8 files either way but leave content English or does it automatically use the English files when no French files are available?

From what I remember, it should fall back to use english files if no files are present for their languages.
