Guests can not post in shoutbox

To be honest I'm not sure if this is a good idea or not, but its not working so I thought I'd let you know.  I can shout as a logged in member, but not as a guest even though the setting is checked.  I found another topic referencing this problem but it was over a year old and discussing a different version and so I thought I'd see if this was new to this version or not.

Yeah, I've fixed that for TP1rc2. It was related in this topic in the bugtracker.

I'll PM you some info on this. There are a few too many code changes that I've made to single out the issue atm. So I have something you can do, but I don't really want it public knowledge yet. lol
