I can find a block for Recent Topics but I cannot find a block for Recent Posts. Is there a block for Recent Posts?

Well, not exactly.  There is a difference between recent topics and recent posts.  The standard TP block is a Recent Topics block and does not show Recent Posts.  There is a difference.

If you look in the left panel here in the "Recent" block, you will see the most recent posted to topics.  There is one listing for each topic no matter how many posts are in each topic.  If you want to see what recent posts looks like, click the Forum button here, scroll to the bottom and look in the Info Center at "Recent Posts".  Most people don't need this type of listing in a block but you can get the code for a php block if you'd like to use it.  Generally, the Recent Posts function is more suited for an upper panel block though than a left panel.  In other words, for a wider panel.
