[bugtracker] Select Membergroups that can Shout in SB Module

I mentioned this once or twice before a while back and a few others
have mentioned it more recently as well.  I wouldn't expect this to be
put into the current beta unless it's easy to do so this is basically a
Feature Request for a future version of the Shoutbox Module.

In the Shoutbox settings there is the ability to choose whether to
allow guest shouts or not.  I would like to see this made so that an
Admin could decide what MemberGroups can Shout.  In the block itself,
you can control who can see the ShoutBox but there is no way to
decide who can post Shouts other than disallowing guests.  By
allowing this selection, the Admin could allow everyone to see the
Shoutbox but choose to only allow certain MemberGroups to actually
shout.

I was trying to think whether this selection should be made in the
TPShout settings or in the General TP Permissions area.  Since this is a
Module, it's probably best just to leave it in the Shoutbox settings and
not the General Settings but it wouldn't matter to me either way as
long as you could make this selection.  I think this would be a great
feature.
