[bugtracker] Phantom rating for new articles.

Adding a new article results in an article with a rating of 1 star and states
it has been rated once - even though it has not yet been rated.

or when guests are viewing articles, it says "Commenting option has been turned off for this article." when its enabled for members.

It should say something like "Commenting option has been turned off for guest, please login to post a comment" another suggestion would be to add total comments in article info.

"Phantom" rating was fixed for TP v1.0 beta 5.2.
