General Permission screwup

Where are the "General Permissions" setting files located?
I have a problem on that page as some permissions are
not being read so I can't judge what that setting goes to.

Is all the next thing reads.
I assume that setting rights is not labeled correctly.
I could go and guess what those settings might
go to but I would rather not try.

Please notify me of a reply.
if you all can help me on this,
I might need a few other corrections
on some other faulty configurations.

P.S are there any packages that will make the Info Center
a more friendly view then how it is right now or codes I could use to shorten
inside the forums, bottom area "Info Center" to my view.
In my opinion, its too long and I have pretty much
the information posted on the left
and right side inside of the forums.

Sorry, but I do not understand what you're asking about. General Permission files? Why don't you tell us what permissions are not working for you? If you're just talking about missing text, it is likely because you are using a language that either is not installed, or not translated. Switch to default english (not english-utf8) to see if the strings appear.

The info center is not modified by TinyPortal. If you want to modify that part of SMF I'm sure you could find a mod or post at SMF that would deal with that.

Would you on top of your head know any

It would be easier for us to help you if we knew more about your site.  If you included the template contained in this link in your next post, it would probably give us the information we need --> Please Read and Follow the Posting Guidelines.

What Ichbin is saying is that it sounds like you are using a language for your Forum that has not been translated for TinyPortal.  What is the default language for your Forum?  You can find out by going to Admin --> Configuration --> Server Settings --> Default Forum Language

If it is set to anything but English, please set it to English and see if this fixes the issue.  If it does, then you will need to download or create TP language files for your language.  If this doesn't help, please try setting your Forum theme to the SMF default theme and Language to English, and try it again.  If those missing text strings show up then we can go on from there.
