I'm a big fan of TP 0.983 because of certain things. Anyway, is there a way to get the shoutbox thats on this site on a 0.983 installation ? I like the whole thumbnail pic thing beside the users name.

It's a module now. It would be more work than most anyone would want to do to port it back to that old version of TP IMO.

Someone might do it but that aside, TP 098 has subtle differences that make it better for me. Some would dis agree but it's little things like properly placed bullets among other things.
