Ok when I type something in my shoutbox i get this eror "Method Not Implemented

GET to /index.php not supported." , I have preety urls installed

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Pretty URL's has some incompatibility with TP. I'd suggest you turn it off to test to see if it's the problem. If TP works with it, then you should either upgrade TP or ask the PrettyURL mod author to help you figure out what is not working.

What are the new errors in your error log after you have posted a shout?  Also, could you check to see if this is happening when your forum is set to the default SMF theme please.  One other thing, how long has this been happening?  Did it work before and, if so, what did you change (new Mods, a new block, a new article) that caused it to quit working properly?

I don't still have a TP 0.98 test Forum setup at this time, so others may be better at helping with this.  However, if you want one of us to take a look, setup a temp Admin account and PM the details to me and I'll take a look at it.
