I hope these are setting you wanted. I attached a screen shot.

No, that is the frontpage settings. I'm talking about the panels for your blocks. Goto Admin > Blocks and panels > click on top blocks > then click panels link. Show your panel settings from those pages for each blocks please.

Ok, I figured it out. I never knew those setting where there. 

Sorry for your trouble.

Also noticed, Horizontal and Vertical are wrong that's where I was getting confused also.
