Blocks wont show correctly

When I add blocks I can't see them added anywhere but the front page and they do not show in the forum. In the settings I set it so that the blocks will show up in the front page, but when I add front page blocks it only lets me add blocks on top of each other instead of having a user box on the left, news block in the middle, and recent posts on the right. Also when I add blocks under the Right side Left side or Center blocks option I don't see them appear anywhere. Is there anyway I can have different blocks for both my portal and forum but have them in different places? Or does the portal have to have each block on top of each other?

Eather you havent a TP enabled theme ( a theme thats made for TP. ot you have missed to read our docs and how to set your panels up.
Panels and frontpage settings are the key here

I tried a theme made for TP but it didnt make a difference, I read the FAQ and had nothing on the topic. Which threads can help me out with how to set up the panels and front page settings? (I did try the front page settings but I guess I need more help with it.)

But Im back on my default theme right now, the adagio theme didn't seem to help my problem. But If I make changes again later Ill be sure to try both my theme I have now and the adagio theme to test it.

In adagio, did you check the box in the theme settings to turn TP on?

But too bad I have to use the ugly skins to use this portal..  

Can I have a TP theme for my portal but use a different theme for my forum and the rest of my site?

The problem is, that you're running TP 0.9.8.  The newer version of TP can use just about any theme without modification. With the exception of a forum button. We also have a board where you can request someone to convert a theme to work with the older TP.
