[bugtracker] Block layout option 3 column option place the block ontop of one and other,

2 column adds block side by side
3 column adds the blocks ontop of one and other and not side by side
4 column adds block 2 on 2  ( 2 side by side and the other 2 under side by side and not 4 in a row

The panel options are set lower panel active, blocks are to show in 3 or 4 column.

the 2 column option adds the first block to the right hand side of the page instead of left hand, and the second block adds to the left.
Should be opposit ?
