How do I set up the RSS feed block to enable RSS feeds?

You put your rss feed link in the text box that you want to use.

I think you got this a bit wrong

The rss feed block is only to put in other sites feeds to, not make your own

SMF has a built in option for RSS feeds from boards and stuff. You should check at SMF for more info. TP currently offers no output to RSS.
