Guests can not view the download manager?

For some reason the guests on our forum can not view the download manger.  I am sure all permissions are set for them to see it. The forum crashed a few months back and I am wondering if something went wrong when it happened.  Where do I start looking to correct this? Thanks in advance.

Cant they see the downloadmanager, or cant they see the items or categories inside the manager ?
