Upon new install, blocks look strange

I have been using SMF and TP for years it seems like, and have never had this kind of an issue.  Could someone please help me understand what is going on.

Theme name and version: Default
Mods installed: None
Related Error messages: No specific error messages

Please see attached image.  Keep in mind, this is a fresh install of both SMF and TP with no errors on installation.  I have not even opened a block to edit them...

I also just realized that my "forum" link in the navigation menu is gone.

Still seems like permission issues ( same as your other topics )
If you have wrong permissions or even file owner problems, these kind of things will show up.

It can however also be that you use utf8 language on your forum setup, then you need to have the same encoding for TP
Blank Admin Panel or Text missing?

If that doesent work
You have to manually make sure your TP install went well.
