The help comes after you have supplied the proper information for us to help (if you read the guidelines you would know that).

^^^ lol, what he said.. echo  ;)

The help comes when you follow the very simple request for information in the posting guide.

you haven't told us any details about server config, versions of software installed, what chmod permissions you set.

We don't have mind readers, however, your host may only allow you to set a chmod of 755, so try that as TP can install with those permissions.

Link to my site:  http://www.fastbux.freehostsource.com/forum/
SMF version:  SMF 1.1.5
TP version:  TP ver. 1.0.5
Theme name and version:  Default
Mods installed:  None
Related Error messages:  Could not upload package, please check directory permissions!

And in my Hosters Web FTP thing, It has the option to Chmod it to 777. I did that, I even downloaded FIleZilla and did it in there as well.

Did you try what I suggested? try a chmod of 755 rather than 777.
Some hosts do not allow 777, my host doesn't anymore, they used to but changed their policy.

How do I Install TinyPortal?

You may have to do a manual install.
How do I manually install TinyPortal

that Modifications Instruction doc is crap, doesn't even tell you what file to go into, just starts with Find blah and add under blah.

And I tried the Manual thing in the post above it didn't work

I'm sorry, what?

Maybe you don't read too good, if you look to the top right of each section, underlined, you see which files to edit, :IE
