i want to set one block not to show at recent. but this option is not working

It would help if you described what settings you are using. Did you check all the options but recent? Did you uncheck show in all pages and sections as well?

I cannot replicate this - it seems to work fine. Sure you aren't mixing "action=recent" with actually "action=unread"?
