Front and Center blocks not showing.

Ive been playing with the settings for over an hour, doesnt matter what i do i cant get a shoutbox to show.

I have a center block as a shoutbox and a front block as a shoutbox, it doesnt matter what i do i cant get a shoutbox to show on my site.
