Collapsed by default

I have a shout box installed in the top panel... block and its great.  :up:

My problem is that I have a rule that new members have to post an intro post before they get into the board, and damn I am amazed at how many cant find the actual board (which is right below the expanded shout box)

So, is there a way to make the top panel remain collapsed until a member expands it.

I am frustrated beyond belief that people want scroll down, so I am looking at the next best thing
