If you look in the http://yoursite.com/ssi_examples.php you'll see an error around the Poll SSI example.

I think it might be related. And, yes, permissions are correct. they can view polls in topics, just not the block.

Im sorry I dont understand this.

But I looked in it, its just my plain forum for guest ( poll and gallery missing).

I think you should have linked to this topic..
And explained the problem in more detail.

ssi_examples.php is installed with the forum software. Mines displaying this error:

What you show there is the block permissions, I meant the general SMF permissions
