Single post in block

I am trying to put one post into a block, sort of an announcement message.  Is there an SSI code that could be used for this?

I have a mod at SMF for grabbing a single post. You can also get it at my site. It adds an SSI function to grab a specified post. Search at SMF for single message to find it if you'd like.

Ok, added the mod, but am not having success in adding it to a block.  Should this be in a PHP block?
