Removing Blocks and arrows questions... Help needed!

I know these questions have been asked a billion times but I couldn't get the write words to define my search ::) So, how can I get rid of the up and down arrows at the top in the banner that show/hide the left and right blocks?

Also, I want my layout to stay like this as permanent... Left Hand Block and Center Block activated with Right Block disabled.

At the moment when you view the site (its in maintenance mode atm), I dont see the right hand block because I removed all its content but the space is still being used. When I click the right arrow at the top to hide the block it streches out the center block. How can I remove the Right Hand Block's arrow and the block itself at the top so my Center Block stays full streched even when a guest is viewing it?

panels have their own settings so thats why you still have the space there until you change how it should show with the blocks inside it.

For the up and downshrink, you have several topic through a simple search at your very fingertips  ;)

I can't find the right topics. Most of them say this has been asked before and I can't find the answers anywhere. Can u give me direct link to the answer please?

If i had time to i would, but you have to go through them in a search your self at this time as i would have been forced to do to find it.. I dont have that magic button to find things no matter how much i would love to have one right now  :D

If you're not using any blocks, you should turn off the panel in its panel settings.
