Is there a way to set it so when the forum opens the blocks are automatically collapsed?

Not a general settings, but if you investigate this some through a search you will find a few threads about the subject, if i remember correct atleast one of them will help you do what you whish.

Automagically collapsing is not a feature. I haven't seen it done to my recollection.
