Execute Modification failed. PLEASE HELP!!!

ok, I reinstalled SMF and was able to install TP. Now this time I go to apply mod and the very last thing says "Modification Parse Error"

8.     Execute Modification     tinyportal09x-11x.mod     Modification parse error

thats what it looks like. Anyone know how to fix this???

Is your server in safe mod? If so you have to get it turned off
Do you have your Packages directory chmodded to 777? If no do it
Do you have a temp directory in Packages directory? If No make it and make sure it is chmodded to 777.
