Ok i am unsure where to post this question.

I used to have my right and left block positioned and showing with a front page article between them; on both home and forum pages.

I turned one (bottom right) block off from being visable... and now I cannot get my right and left block positioned and showing (with a front page article between them on the forum page.

I tried to correct this by turning the block back on (visable) but to no avail.

The left side is visable but not the right.

My question is;
How can i make it so that all block are visible in both home and forum pages?

Also i notice that when i leave the block manager I have to go back into it and fix blocks that lost thier setting. Such as "Recent Topics" Block looses it scroll Checked box. (Check box to turn on scrolling)

See Admin > TP >  Settings > Panels, Make sure settings are OK there.

I looked at settings and I do not see anything in there that would cause this problem. I also read your How To Docs and did not see anything there on how to make blocks show on both home and forum pages. mmmmmmmmmmmm.

The place Dragoon mentioned has a section "use right panel" and a setting "Hide right panel when in forum?"

Maybe you need to change that?
