I have uploaded a few files in the TP Download section using the Admin account.
I later found out that none of the members nor guests can view, much less download the files.
I have set the permissions to all groups except Guests to Manage Downloads and Upload file.

You don't want to give the groups manage access. That allows them to edit the uploads. You need to go into the TP admin and edit the categories. There you can assign which groups get access to upload files to the category.
