Before I installed TP I would get an error message stating that I did not have permissions to access the index.php page whenever I tried to enter code into a post that was not BBC of html. Thats for security and I understand but I just tried to create a block that I had to place java-script into and I got the same warning.

I have created html  and PHP code blocks and they went through fine. Is there a way I can get past the warning without risking my security.

When that error show up, it ussually means your DB is in need of an update.
Try and upgrade your SMF database tables with the upgrade package for SMF, and then download the manual_tp_install.php from our download section and update your TP DB tables.
That usually takes care of that problem.

I recently upgraded from 113 to 114 on two different forums. Do I still need to do a database upgrade and thanks for the reply.

Is the upgrade that you speak of just a regualr 114 upgrade?
