downloads section in TP

i have a forum at www.blueridgefireandrescue.com. I recently started using the download module through TP. I know there is a setting i am missing. Only admins can view it. what am i missing.

If you go to Admin->Permissions, you can modify which group you want to give that permission to and check the box for download manager.

Actually, no. That is for download management and upload permission. You need to edit the category to reflect which member groups you want to allow to view/download from it in the download manager settings for the category.
