View "All" shouts

Is there a text file where the shouts are saved to?  I want to put up a link so people can read all shouts, instead of the last 100.

No, all shouts are stored in the database.
If you want to show more then 100, you have to manually edit the code for the shoutbox in tportal.php
I think there is a post about this somewhere, some investigation through the search function might show you how to.
