Some newbie questions

Go a couple of questions for folks...

1) How do you make thevarious boxes on the left collapsable? I have been over just about every single setting in smf and tinyportal and cannot find out how to turnit on anyplace.

2) This site has a nifty download page. Is that a special Mod? Is it available? Does it work with the smf permissions (so that only those with Permission can see the page, or better yet, permissions determine what can and/or cannot be seen.
