JScript block mouse over effect doesn't work when in multiple blocks

Pardon the newbieness of my question...
but I have 2 script blocks. each of these has a standard mouse over effect button but the mouse over effect doesn't work when both blocks are turned on.
Both blocks have the same code but different button images and links. I wanted to keep them in seperate blocks so 1 will disappear after registering, this is the only way I know how to do it since I just started learning this stuff.

Here's an example of 1 of the script blocks

If you set the blocks, one to show for guests, and one to show for users they will never see the same block twice. If you have it set that way, then you are the only one seeing this as admin because its trying to load the same javascript twice, which kind of cancels out or screws up the code.
