single quotes and apostrophes

Hi all,
On a smf powered site I am associated with postings which contain single quotes, e.g., like 'this' appear as &#39this&#39 - I understand &#39 is an html tag for an apostrophe - in smf why doesn't it display the symbol ' instead of writing the tag.

the correct way should be ', but it work only from html... and not from form...

Thanks for the interest - we have now isolated the fault to one correspondent and are investigating from that angle - it's not a general fault as my posting may have intimated.
