Front page blocks - Top & Buttom ?

I made a few Center blocks, and I wonder how can I make one of the Center block on most Buttom part of my website (under the articles or any other thing).
I did use the numbers on the left (0, 10, 20 etc...) for order.
but it seems they are on the TOP of articles, what if I want some of the Center blocks on Buttom and Top of the website ?

Also, is there a way to decide where exactly TOP, Middle, Buttom, one of the Center blocks, will be placed ?

These options currently are not availabe.

If you make a center block and then in panels set it to not show on the regular pages but under front page check it to show up then it will be at the top and you can then set front page blocks to be at the bottom.
