Turn on quick reply for all users?

Is there a way to turn on the Quick Reply box for all users? I don't any user who doesn't like it, but most don't know how to turn it on.

Go into your admin panel. Click on Themes and Layout, then click on Reset options. Then select the theme and reset any of the options you want for each theme. Quick reply is one of those options.
