Blocks disappear after user promoted to group

I have only a theme and tinpyportal loaded as packages to my install of SMF. When my testing user registers and logs in, he can see blocks. But when I promote him to a Global Mod, he can't see blocks anymore. Even as a guest he can see these. I don't have blocks hidden on any screen except profile. Any suggestions?

Check the permissions on the block, GM might be unchecked there. And note that if you create a new membergroup AFTER the block is edited, it will NOT be checked as permitted.
