nothing will install properly

i had to re install my forum as it wasnt working properly
then i updated my database with a back up of my old forum
installed arcade
installed tp 098
then everything i try and install after that
it says error on modifications_english
and nothing will work after that

go into your webhost cpanel for your website and check the chmod settings on that file, I have noticed that the "newer hosting services" have a bug that chmod everything unwritable and that file should be writable 777

that didnt work
i used to have gallery and invite mod
but now it says error modification.english
i changed to 777
does the server need time to refresh
and i still cant get into smf froum to ask questions
really annoys me

If you are getting that error for that file on the install you can go ahead with the insatll and just manually  edit that one file.

i have a few errors with that file with at least 2 mods that i want back on
how do you modify that file ?
