Block display issue

I created a simple left side PHP block and it works fine.  I then made a front page block using the exact same code.  When I reload the front page, the left block appears correctly, but the right side blocks are gone.  The newly created front page block takes up the center and right side block areas.  I had selected the block use the title and theme, but only the title bar is displayed.  Besides the display issue, there is no information in the new front block.  I even tried dumping in some plain text as filler, but that doesn't even show up.
